The build system has been proposed upstream for ease of maintenance. -- You can find a test suite at http://www.itu.int/rec/T-REC-T.834 The conformance suite contains a bunch of .jxr files that you can decode with the DPK’s JXRDecApp, WIC on Windows 7 or 8, and the JPEG XR reference software itself.
