SYNOPSIS
          use Crypt::Stream::ChaCha;

          $ct = $stream->crypt("plain message");

          # decrypt

DESCRIPTION
       Provides an interface to the ChaCha stream cipher.

METHODS
   new
        $stream = Crypt::Stream::ChaCha->new($key, $iv);
