dh_prep はバイナリパッケージビルドの下準備時として諸々のファイル消去を行う debhelper プログラムです (これは
dh_clean -k が昔行っていた作業となります)。本プログラムはパッケージビルドディレクトリ、debian/tmp、あるいは、パッケージ
ビルド中に生成した一時ファイルを取り除きます。

-Xitem --exclude=item
Exclude files that contain item anywhere in their filename from
being deleted, even if they would normally be deleted. You may use
this option multiple times to build up a list of things to exclude.
